Rhode Island lists 10 veteran benefits: 1 property tax, 2 income tax, 2 education, 1 employment, 2 vehicle, 1 recreation, 1 veterans home.
State statute sets a base exemption of $1,000 of assessed value for qualifying veterans (honorable discharge), with a $10,000 exemption for veterans the VA determines totally disabled through service-connected disability, and a $10,000 exemption for specially adapted housing. These are statutory minimums; each city/town may increase the dollar amounts (and partial-disability amounts) by local ordinance, so the actual exemption varies widely by municipality. The totally-disabled tier requires a VA total-disability determination (not necessarily permanent).
Rhode Island lets military retirees subtract military service pension benefits included in federal AGI from RI taxable income, with no age or income requirement. Military service pensions are fully exempt from Rhode Island personal income tax for all tax years beginning on or after January 1, 2023, with no phase-in (R.I. Gen. Laws 44-30-12(c)(11); claimed via Schedule M; RI Division of Taxation Retirement Income Guide, Pub 2026-01, Section 2). VA disability compensation is also not taxed because RI starts from federal AGI, which excludes it.
VA disability compensation is excluded from federal adjusted gross income, and Rhode Island's personal income tax starts from federal AGI, so VA disability compensation is not subject to RI state income tax. RI's military tax page addresses combat-zone pay exclusion/conformity but does not add VA disability comp back to income.
Free tuition at Rhode Island's public colleges and universities (CCRI, Rhode Island College, URI) for permanent RI-resident veterans with a 10-100% service-connected disability. Student must apply for and use available financial aid first.
Veterans may take up to five tuition-free classes per fall or spring semester at Rhode Island's public colleges and universities through the state tuition assistance program. Separately, active-duty members and their spouses/dependents get in-state tuition rates at CCRI, RIC, and URI regardless of residency.
Under RI Gen. Laws 36-4-19, veterans who pass a competitive state civil service entrance exam receive a 5-point credit added to their score; disabled veterans (war veteran with a VA service-connected disability) receive a 10-point credit. Applicant must achieve a passing score before the preference is applied.
Rhode Island issues a disabled veteran license plate at no cost. The DMV requires proof of service (DD-214 or equivalent) and a VA form indicating 100% disabled. The veteran designation can also be added free to an existing RI license or ID.
Veterans who are 100% service-connected disabled may obtain a veteran disability parking placard by submitting the Veteran Disability Parking Placard Application plus a VA war-related disabled declaration letter. Veterans below the 100% threshold may instead apply for a standard disability placard with physician certification.
Persons with a 100% permanent disability status (from VA or SSA) are issued a no-cost permanent RI freshwater fishing, hunting, or combo license through DEM, and are exempt from needing a saltwater fishing license (must carry the original VA decision document). Requires a current original VA letter on agency letterhead.
