Fully developed claim or standard claim

Fully developed claim (FDC)

A fully developed claim means you submit all evidence with your initial claim, so the VA has no evidence-gathering step on its side and you control the evidence package. You must have all evidence ready before filing, and if you miss something you may need to file a supplemental claim later. It takes more upfront work.

Use FDC when:

• You have all medical records, nexus letters, and buddy statements ready.
• Your conditions are well-documented in service records.
• You are organized and confident in your evidence package.
• You are filing a BDD claim (all BDD claims are processed as FDCs).

Standard claim

A standard claim means you submit what you have and the VA assists in gathering additional evidence (its "duty to assist" under 38 CFR § 3.159). The VA will request your military records, VA medical records, and relevant federal records, and it will schedule C&P exams to develop evidence. Less upfront preparation is required, but processing takes longer, the VA may not gather everything you need, and you have less control over the evidence in your file.

Use standard when:

• Your service records are incomplete or lost.
• You need the VA to obtain records from federal agencies.
• You are unsure what evidence you need.
• You have a complex claim involving multiple conditions.

How to choose

File a fully developed claim when you already hold your evidence, because you control the package. The VA's own timing data no longer shows fully developed claims being decided faster, so choose on evidence, not speed. Use the standard claim when you need the VA's help obtaining records you cannot get yourself.

Either way, do this first

1. Submit an Intent to File to protect your effective date.
2. Get current diagnoses for all conditions.
3. Request your complete STRs.
4. Get nexus letters for non-presumptive conditions.
5. Collect buddy statements.
6. Then file your claim with everything attached.
